Preheat the oven to 350°F (175°C) and line a mini muffin pan with silicone or paper liners, or grease it. Alternatively, use a silicone muffin pan.
In a first bowl, sift and mix the flour, baking powder, baking soda, and salt. Set aside.
In a second bowl, whisk the remaining ingredients for the mini vanilla basic cupcakes.
Using a wooden spoon, gently fold the dry ingredients mixture into the wet ingredients mixture, being careful not to overmix the batter.
Divide the batter into the prepared mini muffin pans (fill the pans halfway, using about 1 tablespoon (15 mL) per mold) and bake for approximately 10 minutes or until a toothpick inserted into the center of a cupcake comes out clean. Let the cupcakes cool completely.
