In a pan, mix together all the sauce ingredients and bring to a boil. Let simmer over low heat until the sauce thickens. Keep warm.
Place the cornstarch in a bowl. Season with salt and pepper. Then, coat each chicken cube in cornstarch.
In a large non-stick pan, heat the vegetable oil and cook the chicken pieces. Lightly dab the chicken dry with a paper towel. For the best result possible, cook half the chicken at a time.
Once the chicken is crispy, add it to the General Tao sauce.
Finally, garnish with green onions and sesame seeds. Serve immediately with jasmine rice or rice vermicelli and stir-fried vegetables.
