Preheat the oven to 180 °C (350 °F). Butter a 33 x 23 cm (13 x 9 inches) glass baking dish.
Mix together all the filling ingredients. Set aside.
In a large bowl, mix together all the dough ingredients. Knead a few minutes on a floured work surface until you get a smooth ball.
Roll out the dough into a 0.5 cm (¼ inch) thick rectangle. Then, spread the butter unto the dough followed by the brown sugar mix.
Firmly roll the dough unto itself. Cut into 12 equal parts and place the cinnamon rolls in the baking dish,
Cook in the oven for at least 20 minutes or until the dough is golden.
Meanwhile, whisk the chai frosting ingredients. If the preparation is too thick, add 15 ml (1 tablespoon) of milk at a time until desired consistency. Refrigerate until ready to serve.
